Preheat the oven according to the cake mix package directions. Prepare 1 box white cake mix with the eggs, oil, and water listed on the package. Pour the batter into a greased 9x13-inch baking dish and bake as directed.
Let the cake cool for 15 minutes. Using the handle of a wooden spoon, poke holes about 1 inch apart over the entire cake, making sure to poke almost to the bottom.
Prepare 1 box red Jell-O and 1 box blue Jell-O separately according to the package directions.
Spoon only half of the prepared red Jell-O and half of the prepared blue Jell-O over the cake, alternating rows of red and blue so the gelatin fills the holes evenly.
Refrigerate the cake for 3 to 4 hours, or until completely chilled and the gelatin is set.
Spread 1 (8-ounce) tub thawed Cool Whip evenly over the top of the cake. Sprinkle the top with your favorite 4th of July sprinkles!
