Preheat the oven to 350 degrees F.
Melt the butter and place it in the 9X13 baking dish.
In a mixing bowl, combine 1 1/4 cup of sugar, flour, vanilla and milk. Stir until all the ingredients are thoroughly combined.
Pour this batter over the butter in the 9X13 baking dish. Use a spatula to spread it out evenly if needed. Do not stir together.
Then in a small bowl, combine the cocoa powder and the remaining cup of sugar.
Sprinkle the cocoa/sugar mixtures on top of the batter in the 9X13 pan. Do not stir this into the other ingredients.
Next, boil the 2 cups of water and pour it on top of the other ingredients in the pan. Again do not stir.
Bake uncovered for 40-45 minutes until the top is golden brown.
Serve warm with vanilla ice cream and enjoy!
