Preheat the oven to 350°F. Spray a 9×13-inch baking pan with nonstick cooking spray.
In a large mixing bowl, combine 1 cup melted butter, 4 large eggs, 1 cup granulated sugar, 1 cup brown sugar, and 2 teaspoons vanilla extract. Stir until well combined.
Add ⅔ cup cocoa powder, 1 cup all-purpose flour, ½ teaspoon salt, and ½ teaspoon baking powder. Stir by hand just until the dry ingredients are incorporated. Do not overmix.
Gently fold ¾ cup chocolate chips into the brownie batter.
Spread the batter evenly into the prepared 9×13-inch baking pan.
Sprinkle the remaining ¼ cup chocolate chips evenly over the top.
Bake for 20–25 minutes, or until the brownies are set and a toothpick inserted into the center comes out with a few moist crumbs. Be careful not to overbake.
Allow the brownies to cool before slicing into 9 servings.
