Preheat the oven to 375°F. Line baking sheets with parchment paper or lightly grease them.
In a large mixing bowl, beat together 1/2 cup shortening, 1/2 cup softened butter, and 1 1/2 cups granulated sugar until light and fluffy.
Beat in 2 eggs, one at a time, mixing well after each addition.
In a separate bowl, whisk together 2 3/4 cups all-purpose flour, 1 teaspoon baking soda, 2 teaspoons cream of tartar, and 1/2 teaspoon salt.
Gradually add the dry ingredients to the butter mixture and mix just until a soft dough forms.
In a small bowl, stir together 2 tablespoons granulated sugar and 2 teaspoons ground cinnamon.
Scoop the dough into 1-inch balls and roll each ball in the cinnamon-sugar mixture until evenly coated.
Place the dough balls on the prepared baking sheets about 2 inches apart.
Bake for 8 to 10 minutes, or until the edges are lightly golden and the centers are just set.
Let the cookies cool on the baking sheet for 5 minutes before transferring them to a wire rack to cool completely.
