Preheat the oven to 350 degrees F.
In a large mixing bowl, cream together the butter with both of the sugars with a stand up mixer or hand held mixer until light and fluffy. Then add in the eggs, one at a time, and add in the vanilla extract. Mix until combined.
In a separate mixing bowl, whisk together the flour, cocoa powder, baking soda, baking powder and salt.
Stir the dry ingredients into the wet ingredients by hand until just combined. Be careful not to over mix. Mix in most of the chocolate chips and reserve some for the tops of the cookies.
Use a cookie scoop to drop approximately 1 tablespoon portions of the cookie dough onto a baking sheet. Carefully top each of the cookies with 2-3 of the reserved chocolate chips.
Bake for 8-11 minutes until the edges of the cookies are set but the center of the cookies are still slightly soft.
Let the cookies rest for approximately 5 minutes on a baking sheet. Then move the cookies to wire racks to cool completely.
