- All-Purpose Flour. Don’t pack the flour but spoon it into the measuring cup.
- Unsweetened Baking Cocoa. Make sure that you use unsweetened.

- Large Eggs. The eggs need to be room temperature before using.
- Milk. Whole milk will make the recipe more rich.
Filling
- Powdered Sugar. You may need to sift the powdered sugar if it’s lumpy.

How to Make Whoopie Pies
- Step 1 – First, go ahead and preheat the oven. Also, line the baking sheet with parchment paper or a silicone mat. This will help with cleanup.
- Step 2 – Combine the dry ingredients – Second, mix the flour, cocoa powder, baking soda, baking powder and salt together.
Step 3. Next, beat the sugar and ½ cup of oil until it is combined in a large bowl. The mixture will be crumbly, but this is normal.
Step 4. Mix in eggs, milk, and vanilla until everything is smooth. Once everything is well combined, gradually add the flour mixture to the wet ingredients.
Step 5. Finally, it is time to scoop the cookies on the baking sheet. I like to use a cookie scoop. It makes it go so much faster and you can get each cookie the same size.
Step 6. Gently press down on each ball to flatten them slightly. You can do this with your hands or the bottom of a glass.
Step 7. Bake the cookies for 7-10 minutes.
Step 8. Let the cookies cool for 5 minutes on the baking sheet. Then transfer the cookies to a wire rack to cool completely.
Step 9. While the cookie cool, make the filling. In a medium mixing bowl, cream together the butter and powdered sugar until fluffy. Add vanilla and salt. Then carefully stir in the marshmallow fluff. Allow to chill for 20 minutes.
Step 10. Place the filling into a piping bag fitted with a large round tip. Then pipe the filling onto the bottom of one cookie and top with second cookie to create a sandwich.

- Cookie Scoop – Use the small cookie scoop so that your cookies are the size of a tablespoon. Flatten each cookie by gently pressing down on them.
- Boxed Cake Mix – You can make use a boxed cake mix to make the whoopie pie cookies.
- Prepared Baking Sheets – Line cookie mix with parchment paper before placing cookie dough on them. This prevents the cookies from sticking to the pan.
- Cooling Rack – Allow the cookie to cool on the a cooling rack before adding the filling.

Storage
Store in airtight container in the refrigerator up to 3 days. When you are ready to serve, we like to take out of the fridge 30 minutes before serving. This allows the cookies to soften again.

- Cookie Ingredients:
- 1 ¾ cups all-purpose flour
- ¾ cup unsweetened baking cocoa
- 2 teaspoon baking soda
- ½ teaspoon baking powder
- ½ teaspoon salt
- 1 cup granulated sugar
- ½ cup tablespoons oil vegetable or canola
- 2 large eggs room temperature
- 4 tablespoons milk
- 1 teaspoon vanilla extract
- Filling Ingredients:
- 1 cup unsalted butter softened
- 1 cup powdered sugar
- 1 10 oz container marshmallow fluff
- 2 teaspoons vanilla extract
- ¼ teaspoon salt
Instructions
- TO MAKE THE COOKIES:
- Preheat oven to 350 degrees F.
- Line a baking sheet with parchment paper or a silicone mat.
- Whisk together flour, baking cocoa, baking soda, baking powder and salt in a medium size bowl.
- Then in a separate large mixing bowl, beat together the sugar and oil until combined (mixture will be crumbly).
- Next add in the eggs, milk and vanilla and beat until smooth.
- Gradually add the dry ingredients into the wet ingredients and beat after each addition until well combined.
- Divide dough by using a cookie dough scoop or tablespoon, roll into a ball and place on the baking sheet.
- Gently press down on each ball to flatten them slightly. You can do this with your hands or the bottom of a glass.
- Bake for 7-10 or until cookie is firm around the edges and soft to the touch.
- Allow the cookies to cool for 5 minutes on the baking sheet and then transfer the cookies to a wire rack to cool completely.
- TO MAKE THE FILLING:
- In a medium bowl, cream together the butter and powdered sugar until fluffy with a hand held mixer or stand up mixer.
- Add vanilla and salt and beat until light and fluffy.
- Then gently stir in the marshmallow fluff until well combined.
- Refrigerator the mixture for 20-30 minutes.
- Place the filling into a piping bag fitted with a large round tip and pipe filling onto the bottom of one cookie, top with second cookie to create sandwich.
